I don't think this is an actual video game trope. I was mostly thinking of the Chancellor in Chrono Trigger who puts you on trial and ends up being a monster. I loved that subplot so much.

I was kind of imagining a soliloquy scene from a musical, with this corrupt official lamenting the difficulty of his life, interspersed with moments of inspiration where he's describing his evil plans.
